New project in Moldova

Starting in March 2016, CESS will embark on a new project in Moldova: "Post-legislative Scrutiny: Enhancing ex-post parliamentary scrutiny of legislation in the Republic of Moldova". Post-legislative scrutiny comprises of the oversight on the actions taken to implement legislation. Thus, laws can be official on paper, but what is important to post-legislative scrutiny is if the laws in question are being followed. 

Moldova signed the Association Agreement with the EU in 2014. Consequently, this will lead to a considerable increase in legislation that needs to be drafted, reviewed, approved and implemented. In 2015 an expert team of CESS and the Centre for Democratic and Participatory Governance (CDPG) from Belgium visited Moldova and assessed the key-challenges that the Parliament is facing. From the discussions between the experts, parliamentarians and politicians of the Moldovan Parliament, it became clear that there is a need for them to be guided on post-legislative scrutiny. Parliamentarians and politicians need to learn about policy analysis and post-legislative scrutiny. Furthermore, there is a need for qualified, trained, skilled committee secretaries that provide knowledgeable support to Committees' inquiries on post-legislative scrutiny.

Therefore, CESS has a threefold training programme for the members of the Moldovan Parliament and Parliamentary staffers. First, there will be a workshop on post-legislative scrutiny and best practices. Second, there will be a draft methodology for post-legislative scrutiny for the Parliament of Moldova, prepared by a key expert of the project. Third, during the final workshop we will conduct a mock session scrutinizing a selected piece of legislation. 

Our partner in this project will be the Institute for Public Policy (IPP) from Chisinau, which we have fruitfully cooperated with due to different projects in the 2000s.
