Harmonie PapersThe Harmonie Papers are our in-house occasional papers series. The latest issue is a work by David Greenwood, Peter Volten and others on Security-Sector Reform in Moldova and Ukraine. It was written as part of the NOSTRUM programme. Typically, a CESS research project is concluded with the publication of a Harmonie Paper (such as ESCADA or NATO Enlargement). Most of the early titles are the work of the scholars from Central and Eastern Europe who took part in our European Fellowship Programme, EFP. These record the result of authoritative, original research on civil-military relations and security policy-making in individual countries of that region and hence are valuable additions to the English-language literature on these subjects.
